Informant uses the system locale to determine how to format date and time. OS X has two different areas to set your 24-hour clock format: The Date/Time->Clock settings which affect the menu-bar clock only; and then the "Language & Region" settings which is what affects 24-hour time system-wide.

Go to System Preferences->Language & Region and check the "24-hour" time.
